Since 2021, Parents of Black Children Canada (PoBC) has supported over 71 Black families in Dufferin-Peel Catholic District School Board who have experienced anti-Black racism, criminalization, and institutional neglect inside schools.

These are not isolated events — this is a pattern of systemic harm, disproportionately impacting Black students in the Dufferin-Peel Catholic District School Board (DPCDSB).

Black students — including athletes, scholars, and children with neurological differences — have been suspended unfairly, denied support, racially abused, and even brutalized by police officers inside their schools.

We Are Demanding ...

1.

The immediate removal of Director Marianne Mazzorato and her senior leadership team.

2.

Provincial intervention and oversight by the Minister of Education.

3.

An independent review of DPCDSB’s practices around discipline, hiring, and school safety.

4.

Immediate implementation of anti-racism accountability measures.

The harm inflicted on Black students and families by this board is not new—and it is not isolated. It is part of a deeply embedded, systemic pattern of anti-Black racism that continues to traumatize and exclude Black children from safe, inclusive learning environments.

Enough is enough. Accountability starts now.

Ongoing Racial Harm and Systemic Failures

Racial Slur During Call

Director Marianne Mazzorato used a racial slur during a call with Parents of Black Children (PoBC) to describe the South Asian community.

Systemic Exclusion

For over 50 years, the DPCDSB has never had a Black Superintendent—a glaring example of systemic exclusion and the failure to advance Black leadership within the board

DPCDSB and Harsh Punitive Measures.

DPCDSB leads the province in suspensions, expulsions, and exclusions of Black students, many stemming from minor infractions that should never result in such harsh punitive measures.

12 Year Old Facing Hate Crimes

A 12-year-old Black boy was the victim of repeated hate crimes, harassment, and physical assault by multiple students. The school’s response was grossly inadequate.

11 Year Old Violent Attack and Injury

An 11-year-old Black boy was violently attacked and injured by four students, yet he was the one who was suspended and criminally charged.

A Black Family, Targeted

A Black family, targeted by racism within the school community, reached out for support, only to be met with silence and inaction from school staff.

Vice Principal Uses Racist and Derogatory Language

A Vice Principal sent an internal email describing Black students with racist and derogatory language to the guidance department.

Criminalizing Children as Young as Six

Educators across the board have made an alarming number of police calls on Black students, criminalizing children as young as six.

Board Violated Suspension and Expulsion Policies

The board has repeatedly violated suspension and expulsion policies, with zero accountability.

Director Mazzorato Protects Racist Educators

Director Mazzorato has also referred to a Black mother as “vulgar and abusive,” while continuing to protect educators implicated in racist acts.

A Grade 1 Neurodivergent Black Girl was Assaulted by Grade 7 Boys

A Grade 1 neurodivergent Black girl was assaulted by Grade 7 boys, and the school took no action—no accountability, no safety plan, no justice.
